running windows xp, 32 bit.
i had no problem downloading installer , android-sdk_r10-windows.zip, when running installer, gets stuck opening https://dl-ssl.google.com/android/repository.xml when try browsing url, 404.
i've read of other answers suggested, either direct me sdk download (already done) or mention obscure command line approach doesn't seem relevant windows installation.

first thing try click on settings tab , turn on option force https sources fetched using http. try refresh packages.
if doesn't behind corporate proxy? if make sure proxy server , port correct in settings tab.
if doesn't work try http://code.google.com/p/android/issues/detail?id=5944#c7 .
and if doesn't work try download android sdk components offline install .
